Packaging & Packaging Waste Regulation
Unnecessary packaging waste is growing faster than our economies and even our population.
Packaging uses too many resources and is inefficient and expensive for businesses and consumers. Packaging waste is too difficult to recycle and dealing with it costs taxpayers.
Most businesses already use sustainable packaging and laws are already in place throughout Europe.
But more is needed. The Packaging and Packaging Waste Regulation(PPWR) is designed to boost business and innovation in Europe while protecting people and the planet.
What is it and Who does it apply to?
PPWR aims to ensure: packaging must be recyclable, minimally wasteful, and clearly labelled recycled content targets for plastic packaging by 2030 and 2040 reuse or refill options must be offered for certain products avoidance of unnecessary packaging and harmful substances
UK exporters will need to comply with PPWR when selling any packaged goods to the EU. Non-compliance could result in goods being rejected at EU borders. PPWR covers all aspects of packaging, including labelling, recyclability, and reusability. It is important that UK exporters review PPWR requirements and ensure that they are compliant prior to 12 August 2026. This includes a packaging audit to identify any excessive packaging or non-recyclable materials for example.
The regulation applies to: all businesses placing packaging on the EU market, including manufacturers, importers, distributors, and retailers all packaging types: primary, secondary, tertiary, and service packaging micro-enterprises: Subject to lighter rules but still required to meet core obligations UK exporters must also comply with EU Extended Producer Responsibility (EPR) rules when exporting to the EU. This involves registering with the national. authority in the EU country of sale to provide data on packaging type, weight, recyclability, and recycled content.
PPWR Packaging Compliance Statement
Scope | Tamper-evident tapes and labels manufactured by Tamper Technologies Ltd using current approved materials |
Country of origin | United Kingdom, where manufactured by Tamper Technologies Ltd |
Important scope note: TamperTech products are normally supplied as unfilled packaging components. They are intended to be applied to packaging such as cartons, bags, doors or other packaging and surfaces by the customer or a downstream converter/filler. This statement supports the customer’s PPWR assessment of the items purchased from TamperTech, but final compliance of finished packaging depends on the complete packaging construction, final artwork/markings, end market and use. Product-specific technical datasheets can be provided by product code or drawing reference.

Based on current TamperTech specifications, current supplier information and the declarations held by TamperTech, Tamper Technologies Ltd declares the following for the products covered by this statement:
Requirement | Status | Basis / note |
No mineral oils in inks | Conforms / supported by supplier declaration | Supplier declarations held by TamperTech confirm that the current printing inks used in covered products are free from mineral oils and that supplied ink products do not contain MOSH C16-C35 or MOAH above the thresholds set by the French Decree of 13 April 2022, with stated limits of MOAH <= 0.1% by mass, compounds with 3-7 rings <= 1 ppm, and MOSH <= 0.1% by mass. Supplier identities, product codes and formulations are proprietary and are not disclosed in this customer statement. |
No PVC | Conforms for current approved constructions | Current approved film/liner options communicated for these products are BOPP, PET and glassine; no PVC is intentionally used in the covered constructions. |
No oxo-degradable plastics | Conforms | No oxo-degradable additives are intentionally used in the films or constructions supplied. Current film options are supplied without oxo-degradable additives. |
No single-use expanded plastics | Not applicable / conforms | The covered products do not use expanded plastic packaging materials such as EPS, XPS or EPP. |
Material and recycled-content declaration
Recycled content: TamperTech does not currently make a guaranteed recycled-content claim for the supplied tape/label components unless stated on the relevant product specification. Some film materials may contain up to 30% recycled content, but this is not a guaranteed minimum across all products.
Where TamperTech products are applied as a minor component to a larger packaging unit, the customer should assess the recycled-content obligation at the level of the complete packaging unit. In particular, where a plastic component represents less than 5% of the total weight of the packaging unit, the PPWR plastic recycled-content requirement may not apply to that component.
Material | Material type | Declared recycled content | Threshold note |
Paper/card components | Paper/card or paper-based construction, as specified | No defined recycled-content minimum currently declared unless stated on product-specific datasheet | If customer requires 40% paper/card recycled content, this must be confirmed product by product. Current standard products should not be assumed to meet a 40% minimum unless specified. |
Plastic film components | BOPP or PET film, as specified | Some film materials may contain up to 30% recycled content; no guaranteed minimum declared unless stated on product-specific datasheet | If customer requires 35% plastic recycled content, this must be confirmed product by product. Current standard film products should not be assumed to meet a 35% minimum unless specified. |
Glassine liner/backing | Glassine where used (only on labels) | No defined recycled-content minimum currently declared unless stated on product-specific datasheet | Material identification can be stated on product drawing/specification. |
Adhesive/ink/coatings | Pressure-sensitive adhesive and printing inks where applicable | No recycled-content claim made | Included in finished product material/weight assessment where applicable. Supplier identities, product codes and formulations are held internally and are not disclosed. |
Recyclability statement
The products covered by this statement are single-use packaging components unless expressly stated otherwise. For the tested paper-based constructions, TamperTech holds independent fibre-based packaging recyclability reports using the CEPI / 4evergreen methodology. The tested materials were assessed as technically recyclable in a conventional recycling mill.
