Generous returns policies sell products. They also create an opening: a proportion of returned goods have been used, swapped or partially emptied, then presented as unopened. The question a returns desk has to answer in seconds is not “did the customer wear this?” — it is “was this pack opened after it left us?”
That is a packaging question, and it is the one an anti-returns seal is designed to answer.
How large is the problem, according to sources you can check
The National Retail Federation’s 2025 Retail Returns Landscape puts total US returns at $849.9 billion, around 15.8% of annual sales, and reports that 9% of all returns are fraudulent. Appriss Retail’s 2026 Total Retail Loss Benchmark Report attributes roughly 14.2% of returns value — about $100 billion — to returns fraud and abuse.
Those are US-scale figures from the two organisations that measure this; treat them as an indication of scale, not as your own return rate. Your own numbers matter more, and most retailers already have them: the proportion of returns that cannot be resold at full price.
The two behaviours packaging can address
Wardrobing
An item is bought, used once, and returned as new. Swing tags and price tickets do not help here, because they can be detached and refitted. What changes the outcome is a seal whose removal is visible and whose placement makes wearing or using the item awkward while it is still attached.
Substitution
A different, usually older or faulty, unit is returned in the original packaging. This is common in electronics, tools and consumables. Here the useful control is a seal across the pack opening carrying a unique number that is recorded against the order, so a returned pack can be matched to the pack that was dispatched rather than just to the product type.

What the seal does — and what it does not
A tamper-evident label separates irreversibly when it is lifted, leaving a VOID or OPENED message that cannot be hidden by reapplying it. On a paper or board surface a permanent construction tears the fibre, so the damage stays on the pack as well as on the label.
Be honest about the limits when you write your policy:
- It shows that a seal was removed. It does not identify who removed it, and it does not prove the item was worn.
- A determined attacker with time, heat and a fresh supply of identical labels is a different problem from an ordinary customer at a kitchen table. Serialisation is what closes that gap, because the number has to match, not just the artwork.
- A seal cannot be your only evidence in a dispute. It works as one documented step alongside your inspection record and photographs.
Consumer law: what “original condition” means in the UK
Under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013, a distance-selling customer has a 14-day right to cancel, and may examine goods as they would in a shop. A trader may reduce the refund where the value of the goods has been diminished by handling beyond what was necessary to establish their nature, characteristics and functioning.
A voided seal is useful supporting evidence in that assessment, and it makes the boundary visible to the customer at the moment they open the parcel. It does not remove the statutory right to cancel, and refusing a cancellation outright because a seal is broken is not something the regulations support. Take your own legal advice on policy wording; what we can help with is making the physical evidence reliable.
Specifying it so it survives your operation
Substrate first
Recycled board and kraft mailers are porous and often dusty; a construction designed for film may not develop full bond and can lift at the edge in transit. Coated cartons, poly mailers, shoe boxes and garment tags each need a different adhesive and face material. Test on the exact packaging you ship, not on a sample board.
Residue: decide on purpose
On single-use outer packaging a permanent label is right — you want the mark to stay. On anything reusable, or on a product surface a customer keeps, use a non-residue polyester construction so a legitimate return can be resold without cleaning.
Placement
Position the seal where removal is necessary to use the item: across the opening of a shoe box lid, over the seam of a poly mailer, through a garment tag rather than on a hem where it can be tucked away. See shoe secure labels for a worked example of placement on footwear.

Application pressure and dwell time
Most “the label fell off” reports are application problems. Adhesives need firm pressure across the whole label and time to reach full bond. A cold pick-and-pack area, condensation on a chilled item, or silicone release on a glossy carton will all reduce initial tack.
Numbering and the record
A number that is not logged proves nothing. Decide where the seal number is captured — order record, WMS, dispatch note — and what the returns desk does when it does not match.
Making it work at the returns desk
- Say it before they buy. Put the sealing process in the returns policy and the order confirmation, in plain language, so the seal is not a surprise.
- Give the desk a rule, not a judgement call. Intact seal and matching number to restock; voided or mismatched seal to secondary inspection with a photograph.
- Record outcomes. Track the void rate per line and per channel. If one product accounts for most voided returns, that is a packaging or expectation problem worth fixing directly.
- Review, don’t automate blame. Seals fail for innocent reasons too — damp, heat in a van, a courier’s re-taping. A voided seal starts an inspection; it does not end an argument.
